Wowzers! Package Target alters entire cell!?

Wowzers!

It looks like targeting a reference with a follow package alters the entire cell that the reference is in!

Is this right? Should it work like this?

So, if you target Ysolda with another NPC's follow package it will mark her entire house as altered in the CK!

Does this mean that any other mod that touches her house will be overwritten?

... Really!?

Is it possible that two or more mods affect the same area, if the objects affected are different?
Or is it the case that the last loaded mod overwrites the entire area?

Yes, that's how it works; modifying one thing in a cell modifies the entire cell.

Perhaps you can fill Ysolda into a quest alias and target the alias instead?

No, not all changes are mutually exclusive. But radiant AI may consider her "busy" if an NPC is trying to find her, so some conflicts can still occur, and you need to be told about that.
