Do you have a pidfile.tmp in your Mopy folder? If you do Bash will not open because it still thinks that Bash is open. This is particularly prone to happen in cases like yours where Bash was closed abruptly. Deleting the pidfile.tmp will solve your problem. As far as the installers tab having to load the data each time it's activated that's normal behaviour after opening bash.

No, I don't. When I run bash by launching the CMD debug bat file, it creates and deletes the pidfile.tmp as normal. When Bash is closed and I try to run it normally, no pidfile is generated.

And the installers tab behavior isn't normal. It prompts "do you want to use installers? This will take a number of minutes the first time you load it" (from memory, I'm sure that's not quite exactly right, but correct in the gist). Each time takes upwards of 12 minutes to load the tab, it's rebuilding the data from nothing.
