Wrye Flash or FOMM?

I'm looking into modding New Vegas Ultimate Edition for the first time, and I'm hoping to get some basic questions answered before I start. For the first, which installation manager should I use? My inclination is to go with Wrye Flash because I have experience using Wrye Bash to mod Oblivion, but after reading the thread here I get the impression that Wrye Flash NV is not as fully featured as Wry Bash, and also may not be actively supported anymore.
As an aside would anyone know if the current version of Wrye Flash has the same Python dependencies as Wrye Bash 293?

Also is there any benefit in having Fallout New Vegas installed to the root C: drive directory for the purpose of avoiding issues with Windows 7?

And if yes to the above question, how would I go about doing that? I don't remember if Steam gave me the option of changing the install directory, assuming its possible would the best course of action be to uninstall, and then reinstall the game?

Wrye Bash is developed more actively for Oblivion/Skyrim.

That being said, Wrye Flash is just fine for BAIN/Batch Patch creation. It uses the same dependencies as Wrye Bash - grab Wrye Python from here - http://oblivion.nexusmods.com/mods/22368 and you should be good to go.

That being said, most every New Vegas mod I've come across was packaged with FOMM in mind. I've tried making a BAIN friendly versions of these mods, but it is less of a hassle to just use FOMM.

Having New Vegas installed to the C:\ drive helps if you have User Account Control turned on. If not it is generally safe to ignore.

You can move it to the root C:\ drive by using an application like Steam Mover - http://www.traynier.com/software/steammover although in my experience it is not needed.
