Did you enable UAC? If yes, move the Morrowind folder to a location not covered by UAC.

Or just disable it.

I have morrowind in a folder on my desktop.

Ok. I know the reason now. Open mash.ini in the Mopy folder and change it to whereever you have Morrowind installed. For example:

sInstallersDir = C:\Users\\Desktop\Morrowind\Installers

do I change it to the mopy folder? or to the morrowind directory?

To the Installers folder in the Morrowind directory.

I don't have an Installers folder.

Mash will create one.

How can I get it to do that? I don't use any special installers. I just install them by hand.

Don't bother with it. Just set sInstallersDir in mash.ini to the Morrowind folder\Installers. Even if you don't use it, Mash will stop complaining about access problems.
