On pc.

Grant says something on the line of "lets rest and get going in the morning". Screen fades out and when it fades back in, I get an immediate quest failed.

You and Grant need to be at the dam when the mission starts, otherwise instant fail.

Grant is in New Vegas. I guess that is the issue. But why would he be there?

Yes, that should be the problem. It happens that sometimes he's not already at the Dam, but I don't know why.

On PC, this can be avoided by traveling to the Dam and using console commands to bring Grant to the player before starting the quest.
I think you need to be inside the main entrance of the Dam, not outside.

Got him to spawn in the Visitor's Center. Dialogue now progress as it should. But, after the fade out and in (get some rest dialogue), now I can't move! At least the quest isn't failing. But neither is it progressing. I think that the fade is related as when it fades back in (and my character can't move), the hud is not visible. It's as if the fade in isn't completing. Weird stuff.

More testing..........

edit: I think the freezing after the fade in is because the game still thinks that he is in New Vegas. I tried disabling the NV Grant and spawning one in the HD Visitor Center. The quest marker was still pointing to NV, even though Grant was right there with me in the vc.

So, we are back to why was he in NV to begin with?

If you can still move your view around and the HUD remains invisible after the fade out, try opening the console and typing in "enableplayercontrols" and then hit Enter. This should restore control of your character and your HUD.

Try and progress the quest then if Grant is still around.

Ok. That worked to free my character to move. However, the quest won't advance. If I click on Grant, he says something like "there is a lot to do and not much time" The only dialogue option is "goodbye". I wonder if I can advance the quest past this part?
