These very annoying bright shapes fly around me all the time. What are they?

Looks like you were attacked by Spriggans! Might want to reload your save, transform into a werewofl, or some other thing that reloads your character.

Hah. I've sniped quite a few so far. This showed up a few game hours ago (2-3?). Makes sneaking through caves very hard

Eh, I've not gotten around to werewolves and this happened hours ago. Any other way to reload without loosing progress?

That's the Spriggan Effect, no doubt about it. I've seen someone else with this problem before. Search for svck spriggan effects and see if the thread comes up. I don't know how/if he ever fixed it. But apparently, animation effects like this can get stuck on your character.

Apparently you can fix this by opening the console and clicking on the particle effect itself. Then Disable it. It will probably be hard to select it, because I doubt seriously that the little gold leaves are actually objects that are easy to click on. You may have to try a few times.

If something weird or important disappears when you type "Disable," just type "enable" without clicking on anything else and it will come back.

I had an icebolt in my face from a dragon priest that didn't go away. Just kept playing, eventually after loading enough new areas, changing cloths, saving, loading, etc. it just went away.

Not able to select the leaves in console, I'm just disabling various scenery elements behind the leaves. Now that I know it's the spriggan effect I'll see what I can do.

edit: once didn't work (female), so I used the sixchange command again (back to male) and it worked.

Good thing you don't have the spriggan problem IRL, not sure the fix would be worth it.

False alarm: not long after apparently 'fixing' this problem, the leaves returned. I'll keep trying to search, but the sixchange command only worked temporarily. It also seems like on the female character model two bulbs can be seen on the back.
