Try clearing the hard drive cache, there may be some corrupted data in there.
If that isn't the case, then the only possible cause of this problem if the disc is reasonably undamaged on the consoles are disc access errors when the console scans the disc to retrieve the resource files (the symptoms you describe are characteristic of missing resources), which would mean your Xbox 360's laser is either faulty or dying. Unless you installed the game to your hard drive, in which case this would be caused by a broken installation.
Simple version: if the HDD cache cleanup fails, you are going to need to test your game on another console. From there, there will be two outcomes:
1. The game behaves the same way. If this is the case, then your disc really is damaged and you are going to need to buy a new copy of the game.
2. It behaves fine. If this is the case, the problem lies with your console. If you installed the game to your hard drive, uninstall it and try again. If not, the problem is hardware related.
