what exactly is the G.E.C.K and can i do it all on xbox 360

No it is only for PC.

what exactly is the G.E.C.K

GECK is the tool Bethesda used to build the game world. It have the power to add, change or delete anything in the game. Quests, weapons, NPCs, towns, whatever.

No, GECK is only for PC.
