XBox360 Controller for PC - in game (Steam) it consistently jumps 2 menu items rather than one.

Just now I could not select the Perk upgrade i wanted it, would go 1st option, then 3rd option, then 5th option. I think only 5 were available to could not chose 2nd or 4th option

Bought a new controller, returned old one. It was fine for a game, now it's back to the same behaviour.

E.g. go to Up perks I can select Strength, Endurance, Intelligence but impossible to select Perception, Charisma or Agility.
