Actually, it's a bit more than that. You can also dress him up in doggie armor as well. But this doesn't have an actual armor rating so it doesn't provide him with extra protection like your PA.
There is a dog vendor by the name of Gene who will sell you a dog. So you can potentially get a dog for each of your settlements assuming you're lucky to run into him more than once. I've only met this NPC once, and now regret not buying a dog for Sanctuary Hills. At the time I was being accompanied by Dogmeat, so I thought I could relocate this vendor later. Big mistake. Gene is extremely difficult to find (haven't seen him since). So if you're lucky to run across Gene the dog vendor in a random world encounter, then buy a dog from him. Odds are you may not see this vendor again while out in the wastelands.
And I just found out that Dogmeat (and any other 4 legged critters to include the Mutant companion) also counts toward your settlement population cap.
I found an dog collar who showed up under outfits, I could not equip it so I gave it to dogmeat but it did not show up on him.
You have to equip it for him. Don't know what the PC or PS4 version buttons are for that, but on Xbox, it's Y.

On PC, the default key is "T" (for Equip), IIRC, when you have his inventory screen open.
You have to use the trade command to place it in his inventory first. Then speak with him again under the trade command and the "equip" menu option should come up. It's too bad he can't eat all that dog food I've been hoarding for the past game week. It would be great if he could automatically use it (or part of a dog food can) to restore his health in battle when it drops too low. Sort of like a healthier alternative to using stimpaks lol.
totally OT: Some lore gaming mechanics that simply DON'T. MAKE. SENSE. to date:
I've been increasingly encountering random prewar pet bowls like dog bowls and --with less frequency--cat bowls. Encountering the cat bowls is understandable. But what's up with finding ZERO cat food cans? And ZERO post war cats --mutated or otherwise feral or friendly like Dogmeat? Same goes for flying prewar pet fauna like birds. No avaries in homes or any of the existing faction strongholds anywhere?? Next to children, why does Beth hate cats and birds so much?
