I'm on the bandwagon that FO4 is set concurrent with FO3's timeline, so that brings up an issue with returning characters, as the one's I would want are either...

A.) In the Capital Wasteland doing their thing at the time in question

B.) In Nevada with no logical reason they could be in Boston, and then a couple years later, be in Nevada.

C.) A tree.
