I'm mainly looking for noteable NPCs here, from ANY TES game, but not player-created charcters. I'll start:

I would go as http://www.uesp.net/wiki/Shivering:Sheogorath from Oblivion, due to his impeccable sense of style. Being a Daedric Prince doesn't hurt either... :thumbsup:
