Why do people keep mentioning AC?
Yea, they have big cities but that's all they have. No interactive province between them (no ac1 was corridors).
Besides, have anyone actually walked in those cities? No, not over roof tops but actually using the streets across the city to wherever you're going. It's boring. It takes forever and isn't fun. Because we are not supposed to. In TES we are.
Sure, the holds could have been bigger but they should not be the size of AC cities. I'm sorry but suggesting that is to be ignorant of gameplay and what makes games fun.

Nowhere did I suggest they should the size of AC cities. You should read my post properly. I said they give a great impression of being in a city, precisely because they are thronged with people. They have so many people you have to traverse the roofs to make fast progress. But if you want to you can walk about in the crowd, take your time and blend in.
Then compare it with Skyrims "cities" that are just towns with walls and bugger all people in them. They are not convincing as a city, or even remotely close. Adding 10 or 15 more NPC's walking around and a couple of extra buildings to house them would improve the feel massively. Its nowhere near the size of AC or the number of people, but it makes the place more convincing than it is now.
