Do you get the first Rank of every Perk FREE?

IF you have the required SPECIAL level?

Example if I have invested ONE point into AGILITY, making my agility level 2, do I get the first rank of Gunslinger which adds 20% more damage to pistols for free?

When you set your SPECIAL, you can't put it at zero, so you can always have at least ONE in it, so...to answer your question...yes.

Or do you mean does it cost something? Because I'm pretty sure you have to invest the point from leveling up into the perks.

Yes I understand that, you have 21 points to spend, all your SPECIALS start at 1. What I am asking is this,

Say Gunslinger is 5 ranks (I think it is?), your Agility is 1, so you have the prerequisite for Gunslinger. Do you haft to spend 5 character levels leveling up Gunslinger 5 times? Or just 4 character levels to level gunslinger up 4 times? Meaning that you got the first rank free?

No, you don't get the first rank free. However, you do seem to have a certain amount of native ability without a perk in some cases. For example, getting the locksmith perk gives you the ability to pick 'advanced' locks, which implies that there is a 'basic' lock below that that you don't need a perk to pick.

No. Your SPECIAL level unlocks the perk but you have to spend an actual perk point to actually have the perk. You can see in some of the official videos there's a star for every perk level you have, and you start with zero. If every starting perk rank was free, you'd benefit the most from putting the perks into SPECIAL since you'd benefit from both the increased attribute and a free perk.

Well it's answered now, but I typed this, so:

You have to buy the first and subsequent ranks.

You could put all your levelling up points into SPECIAL so by level 43 you had a SPECIAL of 10,10,10,10,10,10,10, excepting bobbleheads.

But if you did that you would have no perks.

A perk has a SPECIAL requirement.

'Science!' requires that you have Intelligence 6.

But you still have to spend a level up to get that perk.

If you are on a PC, then you can get every first rank of a perk for free provided you know the code for console commands. IMO, console commands are a personal decision since what you do in a single player game doesn't matter to anyone else.

you could instantly get to lvl 1000 then as well if you want to cheat. Which kind of removes a lot of the fun with the game, imo.

No. The idea(or at least how I see it, I don't have my copy yet) is that in order to aquire a perk you need to have a minimum of that level special so perk 6 in charisma requires at least a charisma 6 to take.

It removes the challenge of the game not necessarily the fun since everyone has a different definition of what they think is fun. Cheating so that every SPECIAL is at 10 can make for some very interesting builds. Then there is the whole cheat for convenience with removing carry weight restrictions.

as soon as you pick the perk you get the first level of it....so once you pick lets say the gunslinger perk thats the first rank, picking it is the first rank

From what I understand, the SPECIAL level you have simply tells you IF you can buy the perk, it doesn't automatically confer it to you. So, just because you have 6 in Agility doesn't mean you automatically get all 6 Agility perks at their base level from the start.
