Both are very unlikely and probably will never happen but if you had to choose between a live action film
or a Japanese anime set in Tamriel which would you choose?

Anime. At least with anime the graphics can be made to look a bit like the games, but with live action you have to use CGI for the non-humans and all the creatures so it'll just look ridiculous.

Both options seem to fall into the 'less than desirable' spectrum.. However, if I had to choose between the two I'd go with live-action. At least with live-action there's a chance it might be done as well as The Lord of the Rings trilogy. I just can't see an anime working very well, at least not with the characteristics of many animes.

It's easier to make good anime than it is to make good live-action. It's very, very easy to make atrocious live-action. Of course, they could make good live action if they really wanted to devote the money to it, but it's cheaper to make good anime.

Neither, a series done by the studio that created Avatar: The Last Airbender. If anyone could do justice to a rather odd land, it would have to be a group of people that have duck turtles and a saber toothed moose.

Well, one thing is for sure, TES does not scream anime, at all. At. All. It just wouldn't even make sense as an anime.
A live action film, although not really any more desirable, would work if it was done correctly, and had a lot of cash put into it, like Lord of the Rings, as stated. I might dig that. But anything with a low budget would just be atrocious.

i am for the separation of film and video games....they're both perfectly legitimate art forms as they are, yet i see no end to the cross-overs (all of which are terrible)

I think anime. A live action would need so much animation as to not be live action anymore anyhow. Honestly, watch either the Tales of Symphonia or Tales of Phantasia anime adaptations admittedly both were JRPGs with an anime-esque art style, but still great fantasy animes. he trype of stories I would suggest are:

Infernal City adaptation
Redguard ataptation
King Edward adaptation
Original story

And honestly, what's with this pervasive fallacy that a particular animation style means that a story can't possibly be good? The range of potential quality for anime and live action in general is equal, and since a "live action" TES wouldn't really be live action at all if it were to be able to visually represent the series accurately. In fact, I would prefer any sort of non-video game visual medium adaptation of TES to be anime. The visual style just seems to click in my mind.
