Its like Skyrim, you aren't forced to level up like in Fo3 or NV

Yeah saw a vid which the person had 2 points to spend so guess u can save them.

Nope, in fact now you can choose when to even enter the perk menu after leveling up so you can just keep racking up points and spent them at your leisure when it feels right, and I'm so glad.
