This strange thing was in the immediate neighbourhood of a pack of Thalmor killers that were to assassinate my character because she helped capturing one of their agents.

Either a portal or a daedric prince. I think one of the other princes opened something similar or identical to that to port me somewhere. Not sure.

It was a bug; I relauched the game and the thing is no longer there.
