"You'll Know It When It Happens" bug?

**SPOILERS**

Mr. House just sent me to Hoover Dam to meet with Ranger Grant to stop the assassination of the President. My rep with the NCR is "Smiling Troublemaker" and Mr. House mentioned that my reputation would allow me to complete this quest.

As soon as I approach the visitor center at Hoover Dam the NCR becomes hostile and I fail both "You'll Know When It Happens". I'm wearing generic power armor and don't have any followers with me when I approach. I've even tried taking out an NCR member with a silenced sniper rifle and dressing in the Ranger Armor and they still attack me as soon as I approach the visitor center.

I've done some googling and haven't found any reason why this should be happening... can anyone shed some light on this?

Could you tell exactly what Mr.House said about your reputation will not affect it? If not then I am not sure, and if you killed Caeser or whatever that dudes name is then I am not sure, if you haven't then you may be able to get a quest from him to assasinate him instead. If you don't want to work for him then I don't know.

Mr. House told me that it was a good thing I had a good reputation with them, and said with my reputation Ranger Grant should accept my offer. But as soon as I get to the Visitor Center the NCR turns hostile. And to make matters more interesting, if I show up there early in the morning the first thing I get is "You'll Know It When It Happens Failed" but no one on the outside becomes hostile. Hell, I can walk by other rangers and they make comments about my good works, but if I enter the visitor center everyone in there turns on me and kills me.

EDIT: Nevermind... for reasons known only to... someone... I had to actually fast travel to Boulder, then walk to the Dam to not go hostile. Although now Ranger Grant doesn't offer me the quest. I talk to him, he says there's alot to do and only offers me "goodbye" as an answer, and he responds with "bye" and sounds like he's talking through a radio.

Nice job with this game, Bethesda.

Have you ever killed anyone at the Visitor Center or outside? If you have I would do other quests or explore and wait a bit then go back and see if they have forgived you yet, if they haven't then I would go do some quests for the NCR to get your reputation up. This happen to me at a Ranger Station, not exactly but what I did was I killed a NCR Ranger for their outfit, the gas mask one lol and everyone was hostile but I escaped by going far away and fast traveling. After that I went to that Outpost cant remember name, in the southwest of the map anyways, I went there and I did some quest until I was Accepted or Neutral and when I went back to the Ranger Station they were my friends.

I have this same exact thing happening to me, but I'm working with Yes Man. I got "You'll Know it When it Happens" from Moore, but then I got "Wild Card: Final Touches" from Yes man and get this crap from Grant. Is this just a reputation issue?

This has nothing to do with reputation, what's happened is the game thinks you are already past You'll Know it When it Happens (even though you haven't actually done it yet) as saving Kimball is an optional objective in Wild Card: Finishing Touch, and as a result Grant has no dialogue to offer since as far as he's concerned you were already there.

I try to avoid working with Yes Man at the same time as either the Legion or NCR, since some of Yes Man's quests duplicate what the other group is asking you to do but can be run in parallel provided you are doing the one for the other group, and can cause all sorts of issues as a result.
