then type kill press enter
It's worth trying a reset without the kill command first at least. It does not work nearly as often but is also less likely to break quests that have failure or success flags assigned to their death.

Sorry, it's the same procedure. Here are the different "levels" of NPC reset. The very first level will pretty much only resets an NPC that is stuck because of frozen pathfinding and some minor general AI glitches. Each subsequent level will reset more packages but also risks breaking scripts associating with them. If something's already broken though, it's worth giving a shot. Obviously the set of commands containing the "kill" command runs the risk of failing a quest which flags as failed on their death.
Command one is just a quest-specific script command and does not require clicking on an NPC it only works in this quest and should only be used when you've succeeded but everyone is acting like they've just run out of crack. The others you bring up the console and click on the NPC you want to try to reset. If the npc name does not appear in white txt (ie, you just see something like "" 00124ABF rather than "Ranger Grant" 0013721f ) this usually means you need to move closer because you've actually clicked on some particle effect or filter that is in between he and you. You can try these on either Ranger Grant or Colonel Moore but there is a specific one that will just force the quest to be aknowledged as complete and make you able to tell colonel moore. If you're at that point (you saved the pres) but you can't get her to aknowledge that then try the first command. If that doesn't work reload and try one of the others on ranger grant first then on her if he is uncooperative.
1) If president has fled but everyone is stuck thinking he's still in danger:

The difference between "resurrect 1" and "resurrect" is that "resurrect 1" has the NPC act like they're just getting up from being knocked unconcious. "resurrect" without the 1 after it is a more hard reset of the NPC and will reset more of their packages.
