I *AM* a white american. systematic oppression doesn't work: in my experience and in most of our country people of all races are treated equally. In fact, Colleges and employers are MORE likely to hire you if your a minority. Prejudice based on race does still happen, but not as often as people think.

on topic; The empire COULD have forced direct assimilation on every provence besides morrowind and Argonia. However, they didn't. The laws the empire 'forces' upon citizens are basic, just ask any guard.

Trespassing, Pickpocketing, Assault, Jailbreak, murder, theft, and Grand Theft Horse are all reasonable crimes that most governments would outlaw anyway.

I don't like it the way it is now, I don't like the peaceful control part. It's a video game, I want intrigue and wars and and and.... You know what I mean. You know how the empire was in Morrowind, there were lots of conflicts there, but the empire still was in control. That svcked because it could have been much better. The empire would be cool if it didn't work correctly, if it actually just had small control of all the things that happened, and had to struggle to remain the ruling power. That would be awesome, much better than no empire even! As it is now, I would rather have it not being there, though.

What is the function of the Empire in those countries, then? Spread the "true faith"? Make them "civilized"? Or just make some more money?

the same function that the American Fereral Government is Constitutionally supposed to have: to stop them from going to war with eachother, to unify them, and to make sure taxes are right

I'd like to point out - I would never want the Empire to be discluded from TES. I mean, who else would I overthrow in a rebelious act of freedom? I mean, a least the Aldmeri Dominion would be awesome. They wouldn't outlaw slavery!

Hmm... That's a point... With the crumble of the empire set out by Oblivion, would we see an uprising of the Aldmeri Dominion? Perhaps not a total control of everything like the Empire, but at least a large span across Tamriel. Perhaps settlements across each province where I can bring slaves to sell, buy slaves, or even just think I'm better than the common peasents.

It could even end up with a great conflict between the Empire and Aldmeri Dominion by TESVII-ish...

Everyone hates Mer, too. It would be so easy to be a rebel that overthrows the Dominion.

Any who, as I said earlier, the empire is a lesser evil than no empire. Too much extreme xenophobia between races all throughout Tamriel. Hell, the portion of the second era from when the empire fell to Tiber's rise to power was nothing more than a series of wars, conflicts, and petty rulers. The only thing that caused all of the countries from killing each other was Tiber coming to power to unite everyone, more or less.

Hell, as many of you may hate the Cyrodiils, they are the most tolerant of races. Everyone else is highly xenophobic, with petty racism at best, genocidal tendencies at worst (Nords, Altmer, Bretons, Redguards).

Also, the current Aldmeri Dominion is sending guerrillas from Valenwood to make pot shots at the barely cohesive Cyrodiil empire. It's a scary world since the Septim Empire fell.

But I'm just throwing facts. Since the fall of the previous empire, entropy, chaos, and bloodshed have increased, giving more power to the great of Nurgle and Khorne.

Why not a several way aliance then less blood because no bodey is powerfull enough to win so they have a treaty. But the downside is they are likely to kill each other to the end.

Well, look at the histories of Tamriel before the Septim Empire and what's happening right now:
After the fall of the Reman Empire, Tamriel was in a state of chaos, with pretty much FFA being the name of the game for everyone. Wasn't until Tiber Septim came along to pretty much end most of the petty squabbles, wars, and unite the people of Tamriel into something that resembles a cohesive place.

After the fall of the Septim Empire, we have the altmer making bold attempts to recreate the Aldmeri Dominion (not good, unless you are an altmer), Elswyr is in a state of anarchy after the Mane was assassinated, the argonians are removing all outside influence from Black Marsh, the dunmer were driven out of Morrowind by the argonians, Skyrim appears to be highly inhospitable and have made landgrabs on High Rock. And if you ask me, Daggerfall, and High Rock went back to becoming petty kingdoms locked in a never ending war against each other. Also, I could easily see the Bretons and Redgurads try to kill off the Orsimer again.

There's more, but I'd prefer if you go to the Imperial Library yourself and do some research if you haven't.

So no, it's not going to be peaceful. And all of your really need to remember this, every race in Tamriel is highly xenophobic and pretty racist. Been like that since day 1

Honestly, most of the characters I play HATE the empire. They aren't nice to the non-humans, and in some cases the non-Imperials. It is like the British Empire, which is why I love to play as the Rajira Krin. Stuff your empire, I'm with the sepratists. And besides, the plottuses deserved it.
