Summerset Isle sounds interesting, though I think I'd rather visit than live there.
So... Vivec, perhaps, in Vvardenfell. Or Mournhold. Or Cheydinhal, in Cyrodiil.

All things considered I'd probably wind up with a nomadic lifestyle, since I'd want to see it all before making a decision. XD

I'd probably go for Skingrad if I was a normal person, and if I were a [censored] wizard, it'd have to be Sadrith Mora. We'll, I'd probably have some sweet tower somewhere, but while I'm still learning, Sadrith Mora would be my port-of-call.

Why, Fort Firemoth, Morrowind of course! A cozy little castle tucked away on an isle away from the big cities would be just about perfect. The locals can be a pain in the rear, though.

i would live in rimmen elsweyr for my first choice. i love the whole akaviri culture without having to worry about being eaten. my other choices would be in duncori walk elsweyr, skywatch summerset isles or woodheart valenwood
