You're Special book glitch? (Windows 8.1, GoTY on Steam)

So, joined the forums to ask about this issue after searching on Google proved fruitless.

My system specs are as follows:

Sager NP8278-S (Clevo P170SM-A)

Intel® Core™ i7-4710MQ CPU @ 2.50GHz 2.50GHz

32GBs of RAM

NVidia GeForce GTX970M

Windows 8.1

Now, what happens is that I can start up and play the game just fine...no sound issues, no graphical issues. But the moment I activate the "You're Special!" book in the early tutorial, the game appears to run at an extremely low FPS. As in, I can turn the pages, and I can move the mouse...but I usually don't see any changes to the book or cursor placement until the screen flickers from a dark navy blue to the next page of the book, which makes it near impossible to reassign stats, or advance further in the game.

As for what I've done to the game, I have installed the unofficial patch as well as disabled GFWL to get it running, No other mods or modifications beyond that. A clean reinstall didn't work either.

Any help would be appreciated, I can try to provide more info as asked.

Have you followed the instructions here: http://www.gamesas.com/topic/1465357-installing-fallout-3-with-windows-78-and-xp/ ?

How did you disable GFWL?
