Well if it's gonna be announced this year it will probably be developed by Obsidian, Bethesda just finished Skyrim and they dont like to release games every year, rarely every 2 years.

No, Bethesda have never announced a new game during E3. They announce their games at normal days, like Oblivion on September 1st 2004 and Skyrim on december 11th 2010.

Also, Fallout 4 would over-shadow all other projects being published by gamesas. BGS has yet to release the first DLC for Skyrim. I reckon they will continue to support it for another year or two before they announce their next major project.

Fallout 4 won't be shown for at least a year or two. They still have Skyrim to support, and they may try to make another "expansion-pack" after Dawnguard.

Probably the only thing that Bethesda could show for Fallout 4 at this point in time is concept art, scribbles on paper, and some rough ideas, charts, etc...

concept art, scribbles on paper, and some rough ideas, charts, etc... are the best, most exciting things about a new game though!
