For 5.56mm, you can always use .223 or 5.56mm Surplus, or .38 Special in place of .357 Magnum.

.223 was too good as it provide -8DT, but even without it, it works fairly well with sneak attack.

5.56 surplus is just sick on companions.

I wouldn't say it's a great idea but it's so easy to make money in New Vegas that I don't see this as being an issue and it also makes the game harder which is a good thing.
