If they follow the Nehrim model of boss fights, it would be excellent. Obviously the smaller dungeons don't need a big boss, but having a named NPC with some unique armor/weapon or a larger variant of a normal enemy could work well.
One Nehrim dungeon had you crossing a bridge right at the start, only for the bridge to collapse and drop you into a web-covered cavern with a massive spider.

Another has you tracking rumors of missing people to a demon cult cave where you fight a massive, obese Xivilai in a room filled with corpses.

I have no doubt that Bethesda can and will create situations like this. My only worry is that the bosses will be identical to every other enemy of their type, like the way Oblivion would name a generic lich and call it a boss, instead of giving the boss a unique design (it could just be a small detail like changing the lich's robe or helmet, or even using a palette-swap).
