It wouldn't work. America has ten times the population and most gamers are from that market. The average American consumer would most likely not know of landmarks and other things within the game (If you want an example of this look at any sitcom with a Canadian character, it's all eh, and aboot. (Not trying to incite something here, it's merely an observation.)) killing the novelty of exploring the capitol mall as it would be Parliament Hill instead and many consumers would just know it as "that clock building thingy". Plus it wouldn't be smart from a marketing perspective because gamers want to be able to relate to the world they're playing in which would affect the ratings, which would affect the sales, which would affect the budget for Fallout 5.
So it won't happen but it would be cool. However it could be a DLC, maybe have the base game near the border.
