No, it's not why it got an M rating at all, Morrowind has nvde mods as well, but retains its T rating, as do many other games, I'm sure. According to ESRB, they changed the rating because, upon further inspection, they realized that the game had more blood and gore in it than the originally believed, supposedly, a decision they conveniently made after a hidden topless female model was found on the game disk, which could be activated only through using mods. Supposedly, the explanation for this is that said incident prompted ESRB to reconsider the rating of the game and evaluate it again, which led to decision to change its rating, whether you believe ESRB's explanation or that it's the nvde model is up to you. But either way, that the presence of a nvde model was even worth considering reevaluating the games content at all is obviously because the model was on the game's disk, had it been a custom made model like the body mods with nvde options that came later, or similar mods for Morrowind, it would never have effected the rating, much like Morrowind, and many other games I'm sure one could name.
Now that we've gotten that over with, we already know children will be in Skyrim. I wouldn't have minded if they weren't in Skyrim myself, but Bethesda decided to add them, so I can live with that, it's not something I feel too strongly about either way, so long as Bethesda can ensure that their presence doesn't become annoying or make the game feel more childish, which really comes down to how the children are handled and how often we need to interact with them.
