I think it'd be cool if all armor (besides PA ofc) was simply an accumulation of components, like you had an under shirt/pants/suit that could be leather jacket/pants or a jumpsuit or just normal clothes, each would offer varying protection, and then you could have slots for different stuff you know, like head, eyes, shoulders, arms, hands, chest, back, waist, legs, feet. Like that they could make armor feel more random, like you could find say, tire pauldrons, or leather shoulder pads, or an old wornout kevlar vest, makeshift chainmail, goaly pads, various sports helmets, football shoulder pads, or litterally a plate of metal to protect your chest. A lot of them could be attached to different slots, and each would have varying armor ratings and varying agility/speed/aiming/melee penalties, for example wearing heavy or large stuff on hands/arms would slow down and reduce melee damage and make aiming a little slower/more wobbly. Some could even have storage/carry weight benefits like a construction worker's belt, a backpack, etc. Could be really fun, ah well, maybe I'm just too spoiled by TES armor system.
