I don't think anyone but the devs could 'explain' it, but my GUESS is that at some point they were using certain aspects of it ( though apparently never from the ground up, which makes it matter less). There are actually dx11 files in the full release as well, just not being utilized at all. Somewhere along the way the consoles became the primary concern, so they polished up all the dx9. Usually with large software products you try to avoid removing any files that MAY still be utilized, so they were left. I work as a data anolyst and we use subversion to keep track of all the projects we work on. Lots of stuff in different folders that isn't the primary focus, but don't want to remove it as it may break things we don't intend to. Better developers ( better than me that is, I'm nothing special haha) are good at cleaning out files, but it is common,
