No you're right about that. But in Skyrim it seems that everyone in the court stays with the Jarl. I know housecarl is the bodyguard but Thane holds a higher rank doesn't it? I mean if you can have influence over the city guards why not stay at the palace?

Too much plotting and conspiracies. Have to keep some appearance of normalness. After all in TES 2 DAGGERFALL certain people of power had no qualms of dumping a poor young sickly royal into a creepy dungeon to meet a grisly end unknown by all.
