My thief characters wear jewels when in cities, while wearing garb of a townsperson also, but usually no. I only give it to my spouses and friends.
I don't usually wear jewelry for the sake of fashion like I do with regular clothing or armor, but I do however carry an enchanted fortify magicka regen ring and a fortify magicka amulet on some of my mages. I also keep enchanted potion crafting rings and necklaces next to my alchemy table.
So yes, I do have use enchanted items and tend to have a lot of them laying around my junked up house too, a junked up house that could end up on hoarders one day. Yes, this is how I RP with my Khajiit too. He tends to be lazy like that
Amulets - Current character wears a DragonBone Amulet most of the time.
Rings - Current character wears a DragonBone Ring most of the time.
Current character also wears Gold Earrings and switches between a few Circlets, Rings and Amulets.
only wear what is necessary. I'll usually use a custom amulet and enchant it with what I want to use and stick with that. but it does depend on the character. Valeria wears a enchanted ring on each hand, enchanted amulet and enchanted feathers in her hair. Leliana... doesn't wear anything that's enchanted.

I've got a male Nord that only wears an Amulet of Talos.
My female Bosmer only wears a Bone Hawk Amulet.
My male Orc doesn't wear any jewelry.
My male Khajiit wears a Silver and Moonstone Circlet and Silver Sapphire Necklace.
I've got a female Breton necromancer/vampire that I'm still working on. I think she'll wear plain silver jewelry.
I tend to be fairly utilitarian about jewellery, although Llerethis wore her wedding band even though it was the least useful enchanted ring she had. Yannic has just, uh, 'obtained' a necklace of stamina in an abandoned house where absolutely nothing of note happened... Quite handy as I'm intending him to be a sneaking/running like the clappers type chap rather than much of a fighter. I usually end up carrying around multiple pieces of jewellery with different Useful Enchantments and then forgetting to ever switch to a more useful one (e.g. I completely forget I've got a resist frost necklace until AFTER fighting a Frost Dragon or something).
I never use circlets. I wear rings with useful enchantments and amulets for variety of reasons, from pure utilitarianism to good looks and religious reasons. Do piercings count? I gave one of my characters an eyebrow piercing. I'm gonna have to find some earrings too.
My favorite Circlet is the Mages Circlet, aquired after level 25. I wear a Ring to Boost a Skill, and the Gauldur Amulet is My Favorite Neclace for many characters.
The Necrmancers Amulet is a favorite for My Darker characters, and the same characters often have the Ring of Namira.
I do have characters train making Jewelry and Enchanting, but My characters wear Looted Gear.
only my mage ever wore a circlet. it doesn't suit any other type of character imo.
Mine wear as much jewelry as they can find. Although they tend to pick it up in different places and wear different kinds. My thief wears the most expensive jewelry she can get her hands on. My smith only wears jewelry she crafts and my mage only wears jewelry she buys in Solitude or Markath.

I wear Jewelry, but it doesn't really matter. It's just what I find. I never see the Necklace or Ring, so it can look any type of way. It only matters with Circlets. They have to match, and it varies with my Armor Combo. The Enchantment also varies, lol. I usually put Watebreathing on one of them if I have the dual Enchantment perk, though.
I wear only the most expensive jewelry in the game.
For ring diamond ring, for necklace diamond necklace. Circlet emerald circlet.
My characters wear nothing. No clothes, No hair, No flesh, Not even skin.
My characters love to wear all kinds of enchanted jewelry, they are very useful and don't weigh much. Artemis wears the Mages circlet when she isn't wearing her Elven helm, I also enchanted a circlet for archery for her. The ring of health and stamina are very useful. Amulet of Talos is mostly worn during quests because she uses dragon shouts for boss enemies.
