is it even a glitch that lucky shades give 3 to peception

I'm not sure, I hope they keep it that way.

CL need as many perks to go with their faction as possible compared to helping the NCR.

Scoped Trail Carbine- that weapon's just awesome.
Brush Gun- for indoors fighting, sneaky Deathclaws, cloaked Nightkin and any other big tough close-range surprises. It's nice to be able to end 99% of fights with a single well-placed shot.
Fully modded 10mm Pistol- for stealth kills, like taking out the Legion guards who take away your weapons at Fortification hill.
1st Recon beret- because of the 5% crit chance. It's the best hat in the game unless you're playing Explosives-only.
Vault 34 Security Armor- Highest DT light armor in the game unless you have Dead Money. Easily damaged, but with Jury Rigging you can repair it by any suit of clothes you find.

My usual travel weight is around 30-35lbs with Pack Rat. The travel weight includes two Weapon Repair Kits or BB guns, and 2 lightweight suits of clothing, for emergency repairs.

Level 35
Ranger Combat Armor + Helmet
Automatic Rifle
Brush Gun
12x C4 Explosives + Detonator
Chance's Knife

Although the BAR/Brush Gun is getting a little heavy, so I might drop it off at my house and buy me a Anti-Materiel Rifle. 100 Repair skill means I can craft .50BMG Match ammo (1.15x damage, 0.65x spread). Then probably buy a 12.7mm for a sidearm. I'd use the Sierra Madre armor, but I am using an NCR character.

Why you be hating Ulysses?

Only if he gives me a reason.

I got one hand grenade tucked away for him, in case he tries to pull some: "Its destiny that we must fight." Bull****.

I use a Hunting Revolver only. It is the epitome of a multipurpose weapon.

By the way, I found http://www.youtube.com/watch?v=Z05UF_pTYAE&feature=related on Youtube, this is the exact reason nobody can invade America.

I did almost the entire DLC with the bear trap fist. The ghosties soak up too much ammo, I think I killed maybe three things with guns, one being Elijah.

The Ghosts fall more easily to guns once you get Dog's "Ghost Hunter" perk, but in the beginning when ammo is scarce I was able to cope by using every weapon available switching to the Caravan Shotgun, the 9mm and the Automatic Rifle as needed. Eventually you get enough chips to replenish your ammo supply and can go back to the Police Pistol or Auto Rifle as needed.

If you want to walk away with the most amount of SM chips (by saving on the ammo purchases on the vending machines), an unarmed build using the Bear Trap Fist seems like the best way to go.

Yup, the start is slow but picks up a after Nipton, the only problem is keeping the weapons supplied since a lot of them requires more than one EC/MFC/ECP for each shot.
Like, if I shoot a clip of the AER14 with MCMFC then I waste a total of 120 MFC.
It's important to place the shots right.

But yeah, Energy Weapons still feel like an underdog when compared to Guns. (Which doesn't make a damn lick of sense to me but whatever...)
So it's kinda fun but not "as" fun as it could be.

Mhm. Josh(Sawyer) did mention more balancing and tweaks are on the way inthe next patch. Which I feel will be as mixed both in reception and overall as the first tweaking.
