My exact list.
Fallout 4 being a "maybe, perhaps, possibly" for not having played it enough to decide whether it's there or below.
As disappointed I am with 4 in many respects, it at least removed most of the derpiness I hated about 3.

Fallout 1 Tied with Fallout 2. I have not played those games in a long time but those two games where just all right nothing special for me. I did not play the other Fallout games.
Fallout 3 just edges out New Vegas.
For me Fallout 4 brings the best from FO3 and New Vegas and it works for me. It is also the least buggy Bethesda game I have played so far.

Haven't played Tactics, PoS, or Fallout 4, so I can't rank them. I have compared Fallout 3 to http://www.rottentomatoes.com/m/joe_dirt/. 'Nuff said.
New Vegas gets the nod for its balance between intuitive, immersive gameplay (thank you, Bethesda) and its relatively deep and well thought-out setting (thank you, Obsidian). It's the least polished of the three, but my overall experience playing it was the most enjoyable. Would have been a lot better if the Legion would have got a fair shake and some of the other kinks ironed out, but I'll take it over Fallout 3's setting integrity trainwreck any day of the week.
1-Fallout BOS. It's the best game in the series.
2-Fallout Shelter. Second best game in the amazingly awesome series.
The rest are trash and need more action cuz there too boring.
That is a very strange ranking, based on that criteria, to put your number 2 ahead of number 3 and 4, and especially number 3, as both FO1 and 2 would definitely top in "rpg aspects", share the almost identical soundtrack, and can't be topped in dialogue choices, and that is half your rating system. So, you must really think FO 3 story and writing is awesome, and I give them atmosphere(only thing FO 3 was good at imo). Just odd, as I think the story, writing, and dialogue of FO3 is the absolute worse in the series, and even rank FOT ahead of it.
I on the other hand don't have a particular rating. FO, FO2, FOT, are all lumped together in close proximity to one another near the top, and I rank FO 3 in last place, with FONV and FO4 now in the middle and they may alternate in location, not sure, I haven't finished FO4 and I haven't played any of the DLC, which puts some bias on FONV, as the DLC for that game were excellent. I would say I almost like vanilla FO 4 more than vanilla FONV, given I have my complaints with FO4, I was just never a fan of the MQ of FONV, in terms of the NCR vs Legion. Couldn't care less, I just wanted my revenge on Benny and then House. The DLC though make it an excellent game, Dead Money being the best DLC I've ever played for any game.

I can't help but to tie Fallout 2 and New Vegas. Both basically perfected a predecessor in what it should have been in its generation of Fallout. Well, not necessary Fallout to Fallout 2. But Fallout 2 is basically Fallout but MORE so it wins in my book. New Vegas continued what Fallout 3 was while at the same time bringing in the familiarity and quality content of the original Fallout games with its writing, quest, characters, factions (not the factions themselves like the NCR, but just the mechanic and idea of factions in general), and so forth.
As for the others, I think I have finally come to the conclusion that I definitely prefer Fallout 4 over Fallout 3, so I consider it a step forward for Bethesda. It's not as good as FO, FO2, or NV but those elements like characters and factions are there and definitely improved on compared to Fallout 3. Even though some design decisions in Fallout 4 are just "what were you thinking" like the dialogue system, I still like it over Fallout 3.
Tactics I enjoyed well enough, but never thought too highly of it. I liked what it added to the universe and the Midwestern Brotherhood is one of my favorite factions throughout the entire series, but my thoughts on Tactics were "Oh cool, this kind of game in the Fallout universe" and that was it. Nothing too impressive, but definitely not bad either.
Fallout 3 at the bottom because obvious reasons.
Difficult to rank them... very different age. Should I rank them by which I consider the best rpgs? Or the hours spent on them? Though, the ones which I consider the best rpgs offered me the greatest experience.
So I guess that's my list. I'd also like to note that I am a big fan of Fallout Shelter series since 1.

Interesting thread. Definitely helps me know who my allies are, so to speak.
Y'know, as much as 2 gets slagged by people for being too goofy and making too many pop-culture references...it was my introduction to the series so my dumb ass kind of thought that's what Fallout was: "Wow, this game's just like me! I love it". Then I immediately played FO1 and thought "Oh, I get it. It's much more subtle here" and I was able to appreciate the criticisms leveled at 2. The original game is the better 'Fallout' game in that regard, yet I still favor 2 because the depth they added to branching quests and dialog are too hard to ignore and far outweigh the "circus tent" aspect of much of the game for me. Not to mention all the little improvements like the car, the 'take all' button and the companions.
I thought that odd as well. I literally cannot think of a game with worse writing and dialog than FO3. Though admittedly I'm partially biased because I cannot get over how far from the mark Bethesda were in interpreting the overall tone of the series in the first place.

Fallout: New Vegas - Provides the best facets of each game in the series, with possibly the best story .I don't think New Vegas will be usurped by any future game in the series.
Fallout 1 & Fallout 3 - I love both for varying reasons, Fallout 1 is the superior Fallout game, but Fallout 3 was my introduction into the series.
Fallout 2 - The main story, and specifically the ending stop it from being my second favorite game in the series.
Fallout 4 - I'm still formulating an opinion, but it doesn't feel as special in its own right as Fallout 3, and it's still a relatively poor 'Fallout' game IMO.
I've not played enough of Tactics to comment.
I would have at least put Fallout Shelter above dubstep...
