Haven't played Vegas so I can't say for sure yet but as of now it's Fallout 1.
It wrapped itself up really nicely.

new vegas is amazing...because it's unbelievable that it shipped in it's current state. the most amazing part is that i shelled out $60 for this broken game. whoops!

Fallout 1, New Vegas is a close second (I haven't beat Fallout 2 yet).

New Vegas, it has certainly svcked me in. I tried 1, 2 and 3 and couldn't get into them, but I am having soooooo much fun wandering around in NV. :)

Difficult as always. My best memories are of Fallout 1 but I've replayed Fallout 2 more extensively. I would say Fallout 2, although Fallout 1 follows close in the lead.

Fallout, but I've been really enjoying New Vegas so that would come in as a close second.

Tactics. Hoping for an iPhone-based sequel, if not a PC one.

Urgh. This is an impossible question outside one known quantity: Brotherhood of Steel was crap. Only reason I played it/own it is due to Fallout withdrawal prior to Fallout 3.

I've not yet played Tactics, so no opinion there.

Fallout 1 - The start of the franchise, but still holds up as a very solid story and well realized world.

Fallout 2 - Story comes in second to the sheer amount of stuff to see and do. Fallout 2's gameplay was vastly superior and remains entertaining.

Fallout 3 - The first Fallout to capture the devastation of the Wasteland from eye level. The story is subpar, but the world is practically begging to be explored.

Fallout: New Vegas - A solid story, but it's almost an afterthought to the brilliant quest design. Every quest has multiple solutions at multiple points. It makes for a vastly satisfying experience.

...where's the "All of the Above" option?

Tactics story element is near non-existent. The game is mostly tactical combat scenarios with story elements around them. The 3 firing positions and cover system really add a lot to the game that the others lacked. It's also very nice to have complete control of your allies.
