Hmm...It is possible to make a mod for that in oblivion. OR convert exterior cells to meshes and such and make a interior behaving as an exterior. Then boom.
A mod already exist, still in very alpha stage and abandonned.
Its name is "Interior Weather Effects", but it's not a public mod.
It's by AquaNord.

Something else I'd like that may or may not be possible is to change the way "intimidate" works so it's not based on speachcraft but on how, well, intimidating your character is (strength maybe, or type of weapon drawn or whatever). As it is, the poor old warrior with a speachcraft of 5 can't intimidate anyone no matter how scary he is, which seems sort of daft to me.

I was actually responding to ChopSlashThrust's post. Thanks for the info though. It'd be cool to see oblivion have the one thing morrowind is better in.

Most of my wishlist is texture-related: I'm very aesthetically minded, so I know how I want things to look, but I'm completely out of my league when it comes to actually creating them myself

Some examples:

Biont's bump/glowmapped Telvanni textures completed

A hi-rez Redoran architecture replacer that's faithful(ish) to the originals

Something similar to VagabondAngel's Vivec textures (I love the white/purple marble theme) but in about 4x the resolution

zackg's WIP Mournhold textures to magically come back from the dead (I know that's impossible :shakehead: )

Oh, and apel's (I think it was his) concept art silt strider model

All the actual content things I can think of that I want are currently in at least some form of development, so I guess no complaints there. Well, wait, I have always wanted a BuUG/UL-type expansion for Indarys Manor... I set about redesigning the town for myself at one point, but ran into a roadblock when I realized I had no idea how to do any of the scripting to make the city grow correctly

Actually, thinking about it this ought to be do-able with dialogue I think. Hmmm...

From UESP:

Intimidate
If you can't make them love you, you can always make them fear you instead. This technique may be more effective if you're significantly stronger than the target. Some people may not be impressed, however.

Mmmm, okay fair enough - something else for me to try and debug then. Why is it I seem to spend 95% of my Morrowind time tinkering with it and only 5% actually playing it....

I'd also love to see bionts Telvanni textures.

Speaking of the strider.. there's another modder working on a replacer: http://img813.imageshack.us/img813/8639/strider1scr.jpg . Impressive indeed.

I would love to see a questmod that does something with the poor & homeless of Morrowind.
Like some quests based around an some volunteers who help the poor. You can help them out. You have to locate certain homeless npcs, and bring them certain stuff they need (bread, clothes). Some are easier to find than others. Like one who lives in a shack somewhere in the bittercoast. Helping him, he might give away a secret which can lead to another quest. Well you get the picture :)

Or in general a mod that makes it possible to give money to the beggars in exchange to information or storys.

I like that, Saiko. Maybe I'll slip some things like that into Keening Integrated way down the road.

I would personally like to see a mod that expands onto Sadrith Mora and make it look good, not stupid and ridiculous as some town expansions do.

what do you mean, "It'd be cool to see oblivion have the one thing morrowind is better in" i dont understand. You mean the moon?

Edit: is it possible that if you were to levitate into the sky. you can add a layer of "clouds" in the sky that if you levitate past it, it transports you into a different cell? and if you go back down it transports you back to the cell you came from? so like.. you can fly to the atmosphere or w/e ^^

Weather in interiors. Mournhold is actually an interior that acts as an exterior so it has weather. Oblivion lacks this. Skyrim...well, Skyrim handles it differently.

What are you requesting, exactly? As you said, Morrowind can already create interiors with exterior weather. Any interior can be changed to have weather effects from any region.

A mod that I quite like that lets you hear the weather while you are inside, without actually putting the actual weather effects inside, is this one:

That should be easy enough. The only real issue I see is finding out which NPCs are considered homeless or if new NPCs would need to be created. Something to think about anyway.

In Depth Backgrounds. The NPC's all have unique backgrounds about their whole life that they would confide to you with a certain disposition. I like P:C's Stirk backgrounds page. It made me think of this.

Have you heard of LGNPC? They do this for nearly all NPCs in Morrowind.
