Society is heavily stratified into a caste system based on intellect, devotion to the Commonwealth and labour division. There are several grades of humanity:
Grade 5 is the unskilled labourers, the farm workers and menial workers. They are chiefly kept subdued through hallucinogenic drugs. Few of them are schooled beyond their basic tasks and obedience. They comprise 50% of all humanity. They are rarely allowed offworld, due to the risk posed by cultural contamination and escape.
Grade 4 consists of the bulk of those with a college grade education. They are assigned as overseers of Grade 5 workers, machine and computer operators, low level crews for military and civilian vehicles and spacecraft, and the bulk of the military forces which ensure obedience throughout the Commonwealth. They are trained in more advanced propaganda and rhetoric, enough for them to justify their devotion through pseudo-intellectual thought.
Grade 3 consists of the high level managers, intellectuals, scientists, teachers, spacecraft commanders, and the elite military units and secret police. They are permitted to engage in limited meetings and agreements with alien species, and command trade outposts crewed exclusively by Grade 4 and 3s. They are taught a sophisticated justification for the order of society, which appeals to their sense of self aggrandizement or unswerving poltical devotion to the leadership.
Grade 2 consists of the regional governments of each national state or colony. They are trained for life to work in this capacity, and abberant thought is swiftly crushed, to ensure competent but loyal leaders. In most other respects, they are the same as Grade 3.
Grade 1 consists of the ruling elite, who maintain the system so as to prevent the destruction of humanity by competing ideologies and cultural contamination by alien civilisations. They number approximately 1000 people worldwide, secretively disguised as Grade 3s. This protective leadership ensures the status quo stands by vigorously schooling the families of Grade 1 members, so that all Grade 1 members are equally devoted to the system. The Leader, the Sovereign Protector, is chosen for life by vote of the top 100 Patriarchs of Grade 1, for his political talents, devotion and intellect.
Private Property is generally permitted, except where monopoly too greatly empowers the coroprate entities. Most corporations and welfare agencies are partly financed by the government for this reason. Local cultural expressions are encouraged, providing they do not attempt to usurp the authority of the government. Alien cultural artefacts are strictly prohibited beyond laboratory controlled experimentation by Grade 3s or above.

Aliens are considered a cultural danger to the masses, and are restricted within human space. Some treaties and agreements will be permitted, alongw ith limited trade, but on the whole, armed isolationism is the sacred duty of every human.
