You literally click your mouse.
FFS, even Oblivion combat required more thought because it was common place that blocking would stagger them for a moment whereas you hitting a blocking enemy might do the same to you, and of course one stagger could lead to another due to the agility stat factoring if a weapon staggered you or not. You'd often find that you'd maybe have a moment of pure block vs. block as both you and the opponent look for an opening or window or try to bait one by lowering their guard.
Skyrim? You get staggered? IT'S K YOU CAN STILL SWING YOUR SWORD AT THEIR FEET, THE ONLY PUNISHMENT IS OMG WOBBLY CAMERA!!
Skyrim? You hit a blocked shield? IT'S K KEEP WAILING ON IT, YOU'RE JUST DAMAGING HIM SLOWER BUT THERE'S NO PUNISHMENT!
There's no thought involved with the combat whatsoever beyond clicking your mouse. Yes, shield-bashing also comes into play, but the problem is that you can literally control your enemy 100% between just spamming hits and shield bashing; there's no risk on your end whatsoever, no way to fail, no way to earn punishment. Skyrim controls like a hack-n-slash but it ISN'T a hack-n-slash, which just amounts to incredibly piss-poor and lackluster combat.
