Kvatch Rebuilt
Kvatch Aftermath
Prolly most other Kvatch rebuilding mods too.

Integration (Rebuild a a "forgotten city"* with Telvanni mushrooms, recruit the inhabitants, be appointed as the figure head, do several quests and such for "your people."

Windfall (resolve a civil war and potentially be appointed Count, in which case you do.... absolutely nothing further.)

If you mean in a Real Time Settler/ Wasteland Defense type way, no I am not aware of anything.

*Mir Corrup. The city is mentioned in several vanilla books, and a location for it is even given in the books, but it is missing from the game.

Kvatch Rebuilt
Kvatch Aftermath

These two are your best bets.

Interestingly enough, becoming a royalty figure was originally planned to be in the vanilla game, but the questline got cut before they could get much past the Battle for Castle Kvatch, which helps to explain why when you finish that quest, things stop so abruptly it's like you ran into a brick wall.

UESP:

There was originally to be a questline based around the Elder Council that was cut because it detracted from the main quest (as described here). The player would rise the ranks of nobility, eventually becoming the "Duke of Colovia". Count Ormellius Goldwine and the Nobility faction are said to be the only remnants of this questline.

I consider these two mods less "expansions" and more "restoration of cut content" mods for that reason, so I heartily recommend one of them.
