I'm going to have to re-evaluate, as Unarmed weapons do not work in PA It pretty much gutted my entire plan, and being a straight brawler without PA on Survival feels badly balanced.

So I'm going to try this full Stealth/Toughness Unarmed:

S: 9

P: 1

E: 8

C: 3

I: 1

A: 6

L: 1

Hopefully I can find a stealth-boy armor mod pretty fast.

Luck - 3(wanted the bloody mess perk at some point hehe)

I am not far into the game and so far am level 5 putting those points into perks so far and not SPECIAL. I will increase CHA, INT, and PER mostly after a while. Thanks for that tip about the magazine as well I missed it and about to go grab it lol!

Also what is PA booheads?

Charisma melee guy. Will increase endurance and intelligence later on for better crafting and HP. Fights in melee and has a very good, boosted partner.

I went 4's across the board because of the wide distribution of perks at that level. However with the seemingly increased difficulty, I'm wondering if maybe specialization would have been the better option.

I used some old school formula which I dont think is based on the current mechanics.

Roughly I increased Endurance, Intelligence and Agility at the expense of everything else. I think endurance still determines how much HP you get on level up so thats good, Int no longer gives you more skill points, it only gives you more exp which is ok but we may max out the character early anyway the way games are going. And Agi, still good for more vats i think but I also found shooting things without vats works just as well this time around, at distance it is better. Luckily it looks like i can dump points into special stats if i do want chr or luck latter.

I just can't get a non PA based melee build to comfortably play Survival, so here's probably my final change which worked best for me.

S-10 (+1)

P-1

E-7 (+2)

C-3

I-9 (+1)

A-1

L-1

My plan now is to get AGI to 6 (+5) for more sprinting and "Moving Target" to synergy with Locomotive (which rocks); and LCK to 2 (+1) first for Scrounger, as I heard it yields Fusion Cores (unconfirmed).

You can probably replace some END/INT for LCK/AGI if you prefer more VATS, which is probably far better considering how overpowered those LCK+VATS is. I just personally don't like that style.

Something like this... Balanced build focused on stealth and vats eventually with perks, bobbleheads, and a direct boost at level up.

Full auto VATS combat with a metric sh!t ton of AP, that can crack into any terminal or locked door and can put max mods on armor and guns.

Hint: take scrapper, lock picking, hacker, and concentrated fire as early as you can.

Theoretical high damage build.... This build let's me either dump 5 into INT sacrificing charisma or 5 into charisma sacrificing intelligence... Both ways are viable with Tue idiot savant perk but I'd have a hard time deciding which way to go... Supply lines is the only useful perk in charisma... The rest of the stats are based on the usefulness of the perks... For me most of the high damage stuff is in agility and luck with sneak attacks and more frequent criticals...

Power Armor gauntlets are too bulky to get an Unarmed weapon on, but you can still do a Power Armor wearing Unarmed build. I just looked at the arms of my T45 set, and 3 of it's 4 mods are focused on Unarmed damage: one simply increases Unarmed Damage, one causes Unarmed attacks to cause bleeding, and one adds Energy Damage to Unarmed attacks. In addition, I unequipped all my weapons, and my Unarmed damage jumped from 12 to 21 once I got into my Power Armor. That's without any ranks in the Iron Fist perk.

A Power Armored Unarmed build should be perfectly viable. It might take longer, and you won't be able to mod your "weapon", but it's still a perfectly viable build.
