Apparently she's running a Skooma/Sleeping Tree Sap ring with the Khajit Caravans.

This definitely gives me a new look at her. I feel surprised, like the main character of the book Blue Heat when he found out his trophy girlfriend was the leader of the drug ring he was trying to bring down.
