Is a 'Zero value' the same as an 'empty value'?

Now and then as I use FO3Edit to examine mods. I come across records that are flagged as changed but no confilict ie. they are yellow. This is where the original record was empty and the mod has it as 0. Can I conclude then that all records that are 0 could be safely changed to empty and thus won't be flagged in the editor? Are they as far as the game is concerned the same?

Secondly I was examining DCInteriors alongside Streetlights - Wasteland when I noticed that in:
Worldspace \ 0000003C \ Block -1, -1 \ Sub-Block -3, -3 \ 00002C70

Both DCInteriors and Wasteland had the 'XNAM - Water Noise Texture' highlighted in red ie. a conflict, despite the fact that they both had an empty value as did the original. Why would that be highlighted when it looks like there is no change?
