I just ran into a really annoying and strange bug. I went back to Dead Crone Rock to get a foresworn thrall and noticed they were all dying in one hit. I used the console to check their level and they were either level 0 or level 1. The wiki says the minimum level for the zone was 14. When i first hit the camp it was a pretty epic battle at around level 40. Every zone i go to now that is marked cleared has all respawns level 0, 1, or 6. I was running the deadly dragons and deadly mmonsters mods and suspected they were the culprit so i uninstalled them and tried again. Still everything was respawining lowest possible level.

Has anyone else ran into this and is there a solution?
