I liked the slow time effect (just the first rank) when using archery, but I only use archery for sneak-attacking distant enemies in dungeons, attacking giants from afar, and against flying dragons. If you were primarily using archery, including against mid-range or close-range enemies who are running towards you, the slow time effect might feel a little overpowered or out-of-place, but I think the purpose of the perk is to aid in sniping, particularly against faster-moving targets.
Also, standing at the foot of a mountain and taking out a running elk that's way up the mountain path is extremely fun and satisfying.
